The Haryana government has updated its rules for real estate to make electric vehicle (EV) charging infrastructure compulsory in new as well as renovated residential and commercial developments across the state.

Under the revised regulations, group housing societies, cooperative housing projects and residential complexes managed by Resident Welfare Associations (RWAs) will have to install at least one EV charging point for every five parking spaces. These projects must also be equipped with the necessary wiring and conduits to support future EV charging requirements.

The new rules are not limited to upcoming projects. Existing residential complexes have also been brought under the framework, allowing residents to install EV chargers in their designated parking spaces after obtaining the required approvals and safety clearances.

For commercial and non-residential buildings such as shopping malls, hotels and office complexes, the rule will apply to projects with parking space for at least 10 vehicles. These developments must provide one EV charging point for every three parking slots and ensure the entire property is ready for future EV charging expansion.

The amendment was issued by the Haryana Town and Country Planning Department on June 5, 2026. To encourage developers to adopt the new requirements, the government has clarified that EV charging infrastructure will not be included in Floor Area Ratio (FAR) calculations.

The revised code also permits the installation of EV charging stations in basement and stilt parking areas, provided all electrical and fire safety norms are followed. Developers will additionally be required to mention EV charging provisions while applying for occupation certificates.

Residents of existing housing societies can also set up charging equipment in their allotted parking spaces. However, installations must comply with electrical and fire safety standards and receive approval from the local power distribution company and the Fire Department.

To support the growing EV ecosystem, Haryana's Fire and Emergency Services Department has been directed to prepare detailed fire safety guidelines for EV charging infrastructure in coordination with the electricity department.

The move is expected to strengthen EV adoption in the state by ensuring charging facilities become a standard feature in residential and commercial developments.
